A leader is an individual person in the totality of his /her  spiritual and moral believes, ethnicity,  gender,  education, and political philosophy. That acts with common sense and informed of the issues, coherently, in public and privately and in front of any audience. .If a leader evolve in any position or policy, must explain clearly the change and the rezoning for it.
